State Debt & DAAC
The State Debt Section and the Debt Affordability Advisory Committee
The State Debt Section of the State and Local Government Finance Division is responsible for the oversight, issuance, and management of all debt obligations for the state, including the Connect NC and Build NC bonds. It is an integral component to protecting and preserving the state’s highly coveted “AAA” bond rating. The Section also staffs the State’s Debt Affordability Advisory Committee and drafts an annual Debt Affordability Study which provides the Governor and the General Assembly with an overview of the State’s debt load and borrowing capacity.
