The North Carolina Investment Authority (NCIA) is a separate and independent state agency, governed by a Board of Directors chaired by the State Treasurer, tasked with investing North Carolina’s pension and other public monies (see below for descriptions). The NCIA was created effective July 1, 2025, and assumed statutory investment powers and duties from the Department of State Treasurer effective January 1, 2026

The Pension Fund Investment Program

The majority of the assets managed by the North Carolina Investment Authority belong to the various pension funds administered by the State Treasurer. Collectively, these systems and funds are referred to as the North Carolina Retirement Systems. For more information on the investment of these assets, please visit the Pension Fund Overview section on the Programs page.

Cash Management

Responsible for managing the operating funds of the State. The main participants in this program are the State’s General Fund and Highway Funds. For more information on the investment of these assets, please visit the Cash Management section on the Programs page.

Supplemental Retirement Plans

The NCIA supports the North Carolina Supplemental Retirement Board of Trustees by providing oversight for the investment programs of the North Carolina Supplemental Retirement Plans (“SRP”), the Supplemental Retirement Income Plan of North Carolina and North Carolina Public Employee Deferred Compensation Plan. Specific duties can be found at STATEMENT OF INVESTMENT POLICY FOR THE NC 401(k) AND NC 457 PLANS.

Ancillary Governmental Participant Investment Program (AGPIP)

As authorized by the General Assembly, responsible for managing assets for the Escheats Fund, Public Hospital Funds, the Local Government Other Post-Employment Benefits Fund, Local Government Law Enforcement Special Separation Allowance Fund, and other Non-Pension assets.
