Fiscal Training for Local Government Elected Officials
LGC staff have developed fiscal training for local government board members on some key aspects of the Local Government Budget and Fiscal Control Act (LGBFCA). Although this training is useful for anyone involved in a local government or public authority in North Carolina, it has been specifically developed for elected officials.
The Training
Board members should understand the statutory requirements of the LGBFCA and make sure they are being followed in their local governments. This training will help with both.
The training is divided into eight modules covering various topics on local government fiscal management.
Completion Test and Practice Quizzes
If your unit is operating under a Fiscal Accountability Agreement with LGC staff, or if you have been asked to complete this training as part of an improvement plan as a unit on the Unit Assistance List (UAL), you will need to complete the online Fiscal Training Completion Test. After completing all eight modules, please click the “Fiscal Training Completion Test” link below to begin the test.
To help you prepare for the completion test, several practice questions are provided at the end of each module, touching on the key points presented in the module. A link to an optional online practice quiz is provided next to each module in the table below.
If you are simply taking this training to better understand fiscal matters and your responsibilities, thank you! We’d be happy to provide you with a certificate of completion if you choose to take and submit the Fiscal Training Completion Test, though doing so is not required.
If you are taking this training to refresh your understanding or learn more about specific topics, feel free to use the practice quizzes as a way to review the key topics presented in a module. There is no need to take and submit the Fiscal Training Completion Test.

The Fiscal Training Completion Test contains 24 questions. You must answer each question, and not skip any questions, to receive credit for completion.
